The Federal Reserve Board on Wednesday announced that it will alter
the formula used to determine the interest rate paid to depository
institutions on excess balances.
Previously, the rate on excess balances had been set as the
lowest federal funds rate target established by the Federal Open
Market Committee (FOMC) in effect during the reserve maintenance
period minus 75 basis points. Under the new formula, the rate on
excess balances will be set equal to the lowest FOMC target rate in
effect during the reserve maintenance period less 35 basis points.
This change will become effective for the maintenance periods
beginning Thursday, October 23.

[Markt für langfristige Zinsderivate]
On Thursday, the 30-year swap spread turned negative after briefly
flirting with such levels earlier this month. This implies investors
are somehow reckoning that they are more likely to be paid back by
a private counterparty than by the government.
Am Donnerstag ist der Spread für 30 Jahre laufende Zinsswaps negativ geworden. Das bedeutet, daß Anleger es für wahrscheinlicher halten,von einer privaten Gegenpartei Geld zu bekommen als von der Regierung.

For much of this year, the 30-year swap spread averaged between
30 and 55 basis points over the 30-year Treasury yield. It closed
at 15bp on Monday, 0.5bp on Tuesday and a “negative” 4.25bp on
Thursday. Implied 30-year swap spreads for Europe and the UK have
been negative since the demise of Lehman.
“Insurance companies and pension funds woke up and realised that
their existing swap contracts had been torn up and that they needed
to replace them,” said William O’Donnell, UBS strategist.
He said the collapse in swap spreads also reflected the prospect
of a rise in Treasury supply. Greater Treasury debt sales tend to
narrow the difference between Treasury yields and swap rates.

broke through 800 basis points for the first time to close at 813.6,
up 25 basis points.

Taipei announced revised rules on how insurance companies can treat
investments in mortgage-backed securities (MBS). The FSC says it
cannot see how the United States will develop a valid mechanism to
assess the credit quality of MBS issued by US federal housing loan
agencies, namely Fannie Mae, Freddie Mac and Ginnie Mae.
Taiwanese insurers are now ordered to back off from investing in
mortgage-backed securities arranged by the three institutions, or
from holding their debt. The rules set maximum allowed exposures;
beyond that, they don’t explicitly order insurers to sell their
holdings, although the impression in reading the regulations is
certainly one of disapproval.
Die Versicherungsaufsicht in Taiwan kann nicht sehen, wie die USA die
Qualität von hypothekenbesicherten Anleihen von Freddy, Ginnie und
Fannie sicher stellen will, und hat Obergrenzen für die Investition in
diese Dinger festgelegt.
